BDSWD Request for Legal Services
The Bois de Sioux Watershed District (BdSWD) hereby solicits proposals from qualified individual attorneys and/or law firms to serve as the BdSWD's legal counsel on a contractual basis under direction of the BdSWD Governing Board. The individual or firm selected would serve as chief legal advisor to the BdSWD on an at-will basis.

Attorney Thomas C. Athens Announces Retirement
At the July 19, 2018, meeting of the Bois de Sioux Watershed District, long-time attorney Thomas C. Athens announced his retirement, bringing to a close 30 years of public service to the Bois de Sioux Watershed.
Athens has been an essential, constant member of the Watershed District team from the very beginning. Athens was hired in August of 1988 by former Board Managers Kenneth Baldry, George Ahlsten, Leonard Blume, Don Gieselman, Dennis Stock, Steve Weatherbee, Robert Taffe, Jim Nelson and current Board Manager Jerome Deal.
Athens’ approach has always been professional and grounded in common sense. When the District originally developed its own rules and regulations, he emphasized that Board Managers keep in mind, “Why is this rule written?” Athens guided the District through boundary changes, ditch repair petitions, permitting, land acquisitions, and construction of the North Ottawa Impoundment; he was also dedicated to staying up-to-date on the latest ditch law developments, and worked with legislators when District projects required extra funding or modifications to state law.
The public is invited, welcomed and encouraged to attend to an Open House Reception to thank Attorney Thomas C. Athens for his three decades of service. The reception will be held on August 16 from 1 - 3 pm at the Bois de Sioux Watershed District Office at 704 Highway 75 South in Wheaton.
